We have a situation...
A flotilla of unknown vessels has crossed international boundaries and entered U.S. territorial waters. Neither the Secretary of the Navy nor I have been debriefed as to the extent of the incursion, but we believe the intent is to render our RED or BLUE base ineffective with bursts water, or possibly even gamma rays.
Given the uncertain nature of the situation, we are forwarding you a tutorial of the President's Emergency Satchel. This device is outfitted as a black briefcase, but it functions as a mobile node in our strategic defense system. The case can control any ship in our fleet by following the pairing sequence initiated upon first opening. You will then have direct control over speed, direction, payload release, and two special actions specific to each each ship. Details of this system are enclosed within the subsequent pages.
